Although the Emancipation Proclamation did not free all slaves, it did free slaves in the South to create confusion for the Confederate army during the war. We often times refer to this document as the point in American history where slaves were completely emancipated. After reading this chapter and reading the entire speech (attached) write a one page essay on its historical significance. That is, write what makes this such an important document for students of American history. The answer is not in the document itself but at this point in the course the answer should come to you after reading 13 chapters of American history.
